Making an external USB Backup Bootable

Is there a way to make an external USB drive backup of my main Linux Minut drive bootable? I want to copy all the files with tar to an external USB drive and make it bootable if the main drive fails. In Windows, I think this is called a System Image. Any way to do it Linux Mint?
