This problem puzzled me. I am missing the tabs on the taskbar as well as the maximize/minimize/close. Active window does not always remain on top either.
I have attached a picture so it is clearer what I meant. Anyone seen this before?

Looks like the Window Manager stopped running, or failed to start during login. (xfwm4)
You can check the Session & Startup program to see if it is present in the Session tab. (see pic below)

Perfect, solved the problem. Started xfwm4 and fixed the problem. Saved session and on reboot all worked well.
