Unable to boot any OS from CD

I had Win 7 and Ubuntu 8.10 residing peacefully on the same drive.
I deleted Win 7 and for some reason Ubuntu went with it.
When I try to reinstall ANY OS from CD, the CD spins for a bit and then stops, with a black screen and a white bar in top left corner.
The only CD I have been able to boot is "Linux System Recovery" which allowed me to do a low level HDD format.

Jaunty got to the "Try Ubuntu without any changes..." "Install Ubuntu" menu, but neither choice works. Same as above, black screen no system activity.

Tried 6 different OS (including Window) all with black screen result.
BIOS is correctly set to boot from CD first.

I don't know what else to try, ANY suggestions?? :? :

Whatever you did was not a low level HDD format - that's only done at the factory and if for some stupid reason it was possible to do it your disk is now destroyed for ever
But you should be able to boot a live CD even without a hard disk in the computer....
With the Mint CD did you try Compatibility mode - press any key when it counts down....
