Hello bruggen, and Welcome to Linux Mint. A fresh install is always recommended, as it's really easy if you have your data on a separate partition (see the how-to section). However if you wish to do an in-place upgrade, then you currently install a special "upgrader" package that does its best, there isn't an "upgrade from disc" option like you described.
