Im currently running mint 7 im going to try mint 9 in live mode if it works well im going to do a fresh install of nine.
Is there a way to keep my current packages/programs without having to download them is there a way to make a package cd.

IMO, the easiest way to do this is with mintbackup v2.0.6. You can get it here. Once you have that installed you can backup your selected packages. The one thing you will have to do is backup any added repositories. If you didn't add any then you don't have to worry about it. If you have a separate home partition (which I strongly suggest on the new install) and you saved your backup in the home partition all that is left to do is install Mint 9 and then read that file using mintbackup (which is already installed). You may run into an issue with certain things not being found in the repository, because they are old and not supported anymore. But, most things should just install.
