Is the live cd able to save changes so that you don't have to go resetting/reinstalling things next time you use it?

Linux Mint is funded by ads and donations.

Only if you place /home on a medium (e.g. USB stick?) where stuff can be written to. E.g. you insert a USB stick and have it then remounted as /home. As for installing apps ... those live in /usr and that's far trickier.

If you really want to do stuff like this then I'd suggest Knoppix ... their live CD allows to do stuff like that and there is plenty of info around on how to do it, e.g. in their forums.
