I have Bea onto a CD.

Can I just upgrade to Bea from Barbara?

Or do I HAVE TO format??

There is no upgrade path. However, you can get the latest versions of mintDisk, mintDesktop and hopefuly soon mintWifi and install them in Barbara.

i'd like to know what exactly will distro upgrade from bea to barbara do. Currently i'm on Bea beta (it works well so i didn't feel like upgrading).

i would like to conserve all of my installed components and settings (especially kde, settings of graphical interface and most importantly my network settings since networking at my dorm is something really awful and it was a real pain in the ass to configure). is this possible ?

Yes. It is possible to upgrade from Bea to Bianca. I'll be posting a little howto very soon.
