Need to Reinstall

I installed Mint 4.0 on my laptop. It is a dual boot install. All went well until during the installation of updates I had the power go off. (My battery is shot) After I restarted the laptop and booted into Mint I was unable to access any of the applications. The gui is as useless as I am in the terminal mode. I was going to do a reinstall but I can not delete the partitions of the first install because they are locked. I'm not sure if I am approaching the problem correctly or not. Thanks for any help.

I finally solved my problem of not being able to access the locked partitions via gparted of the Mint live CD. I used a live CD of another none Ubuntu based distro and by using the gparted of that distro the locked status of the partitions was not indicated. I was able to delete the first faulty install and then boot up the Mint live CD and do another install. All went well this time and I am up and running.
