WindowBuilder in Eclipse

My prof likes to use Eclipse IDE's WindowBuilder (Design mode) in class, but it looks like that doesn't come with the standard eclipse install.

Is there a way I can use WindowBuilder within Linux? Looking around I've seen that I need Oracle's proprietary Java, which I installed via a ppa, but it still doesn't show up. What else should I do?
