I have downloaded wine-1.5.3.tar.bz2 setup as a zip file from their site
i have extracted it to my Home downloads folder and tried to install it
as it is said in the readme file

( install Wine. From the top-level directory
of the Wine source (which contains this file), run:
./tools/wineinstall )

But I am not able to do it in this way
I don't have free dataplans, so plz don't suggest me to
get it from software center or through terminal online

Is it possible to install it from the downloaded 'wine-1.5.3.tar.bz2' ...?

Why did you want to install them from sources ?

They have precompiled version, prepackaged in a .deb...
