Faffing about with VLC to sort out sound distortion issue,I discoverd that if you go into preferences and change from default audio device to alsa and save the changes,the next time you open vlc it opens maximized.
I reset by deleting ~/home/.config/vlc/vlrc and vlc-qt interface.conf
I thought I was seeing things at first,I repeated the same steps several times and the result was the same. Using a saved youtube music video.
Anyone else seeing this behaviour.

There is a VLC forum, so maybe you could check there also. I haven't visited there in months. I've had my problems with VLC such as screen blanking and playlists not played in order. Could not fix them. I love VLC, there are so many options and features I don't have in Kaffeine (my KDE player). But, I do believe there is some buggy code and we can't solve that. Good luck.
