Why are rc1 applications showing up in package manager?

I have my software sources NOT to include Unstable (Romeo) packages. I was happy with Warzone 2100 2.3.9 & yet I'm having to try to use Warzone 2100 3.1rc1 which is buggy as hell! Can anyone tell me where I can still pick up the valid 2.3.9.deb files for an AMD64? 8)
