Firstly don't download anything form softpedia download instead from the software's website
why don't you while you're connecting to internet open an terminal and type in:
or use the software manager or package manager to install Gimp?

I'm fairly certain that "i dont have an intrnet connection" means exactly that the poster doesn't have an internet connection, nothing more, nothing less.

Cyber Cafes means he goes somewhere else for webstuff. It might not be common everywhere. You'd be able to download something there and take it home.
BTT: I think installing tar files is pretty hard. Google "install tar linux mint" if you want to try it anyway.
If you can find a deb-file (something.deb) it will be easier. I'm afraid I can't help you with specific instructions, but these are the tips I can provide. Good luck, Gimp is great!

Why did the forum asterisk out my "web stuff"? Anyway, I found a deb-file. Because Linux Mint is based on Ubuntu, this will probablyn work:
http://packages.ubuntu.com/quantal/i386/gimp/download
At home, just open the deb with gdebi package installer.
Good luck!
