The 'dd' utility lets you read directly from a device, which can let you act on a disk device independent of its filesystem. There's a way to specify the start block to read from, and the amount of data to read, so you could avoid spitting the entire contents of the drive to standard out. So, something like:

# dd if=/dev/sda skip=200MB count=10MB
might work, if you know that what you want is 200MB in.
I'm not actually 100% certain about how to specify the skip and count numbers, so you might have to read the man page.
