It is certainly an ATI driver
Remove it and install a nvidia driver

This is bizarre - when you decrease resolution fonts are larger - have you ever decreased the resolution on your desktop?the display was set to 800x600 and the font was so damn small that i can't read anything.
To be on the safe side - which fonts?
All? In some specific application like Firefox?

Then you have a problem with fonts
Control Center > Appearance > Fonts
I have size 10 in 1280 by 1024 and it's a good size
AND
this is my post number 10 000 - no wonder my keyboard is beginning to fall apart
