mint-space ftp best times to access

I was wondering if there is some java-app that the mint-space server could explore such that we may view the bandwidth saturation and/or system load.
The reason I ask is so that I may ftp upload a wiki with many languages paks and I would like to be nicest to the server and its stream capacity. In short, you could tell me GST of when the server has the lowest load, so that I may work most effectively.
