Seems like a problem with the video driver
We need to know your hardware (I know you told us which laptop it is but that does not help unfortunately)
Run lspci in a terminal and post here (right click to copy)

Ouch - there is some kind of bug in the intel driver for 945 and Felicia / Intrepid
I'll have to come back to you after some investigation

I don't remember what the bug was, but it is something that effects lots of people. I read a lot of info on a lot of things and I simply can't remember everything, but I mostly have an "overview" :)
I have forgotten to ask you which version of Mint you have (apart from the obvious main)
Seems the Intel driver is better in Felicia than in Elyssa
This is also not the easiest to solve....

I have seen the problem being described in the original post, it happened on my machine as well. The problem is Compiz related and I believe that updating will resolve the issue. The reason I say that is because the problem is no longer present on my pc. I believe I installed all of the available updates, including level 3 and turned off Compiz. It's worth a try because the problem is impossible to try and live with.

I noticed before I got the problem resolved only certain types of applications were affected, (Firefox, Synapti, for example).

I have only seen this problem with the Intrepid release of Ubuntu. Since we are based on Ubuntu we inherit this problem. Did you try the fix I suggested? If Firefox still displays incorrect, try resizing the window, close it and then launch Firefox again to see if the problem is gone.

Are you aware of any Ubuntu Intrepid solution to this problem?
Unfortunately not - and perhaps not so good for you this is not a common problem

Oh - I don't know if a kernel update would make any difference. I see 2.6.27-9 in Synaptic and the default for Felicia is -7
We generally don't encourage kernel updates because of the risk that it breaks more than it fixes, but you always get a separate entry in grub

Do you still have problems? I got the impression it was fixed
You have a MSI Wind "look alike" and the Wind is similar to eeepc
Seems the eeepc has a problem with screen size and the solution is anything but simple (and eeepc specific)
There is only one Intel driver for later Intel graphics
Check that your /etc/X11/xorg.conf contains the line
Driver "intel"
in
Section "Device"

/etc/X11/xorg.conf is a text file - I hope that solves the riddle
In it's Section "Device" there may or may not be a line
Driver "intel"
Mostly it does not matter but can make a difference in some cases
