Caja and Text Editor still take up to 10 seconds to open.

And I have no idea why this is. I would expect that it's possible to make caja and text editor to open instantly...

Linux Mint 17.3 Rosa Mate 32-bit.

I use Cinnamon and cannot give Mate-specific advises. But a generally good idea is in those cases to create a new user account and check there. This gives a hint, if the problem is inside the system or in the account.

As Cosmo says, but please also generate an overview of your system like this:
- Launch a terminal window (this is how to launch a terminal window);
- make the terminal window fullscreen, in order to avoid chopped lines;
- copy/paste this command into the terminal (copy/paste can be done with your mouse):

Weak old graphics card. Disable all visual effects in Mate:

And while your on that web page: apply some of the other speed tweaks mentioned there as well.

Finally: your root partition is getting too full, thus increasing the risk of file fragmentation. Free up some disk space and never let your root partition get filled over 80 %. That way, you'll prevent fragmentation. Here are some safe cleaning tips:
