strange synaptic/mint menu permission problem

Hi,
I asked this question in the newbie section, suspecting that i'd just done something silly (i.e. newbie), but I got no response there, so...hope someone can help.
I've recently installed felicia and i'm having a really strange problem. Twice, I've installed an administrative tool (sbackup and the gtk daemon for deborphan) from synaptic and twice the application has failed to launch from the menu. In both cases, I dragged the launcher from the mint menu to my desktop and the new launcher it created on my desktop still didn't work.

However, (and this is the weirdness), when I checked the permissions of the launcher there, the "allow executing file as program" box was unchecked. Checking this box allows the launcher to work properly from my desktop, but I have no way to do this for the launchers in the mint menu that still don't work. In short, items that i've installed from synaptic won't launch from mint menu and the launchers only work after i've copied them to my desktop and changed the permissions to "allow executing".
Why is it that the permissions are off like this? Is this a known problem? Any suggestions or help would be much appreciated.

this problem doesn't affect regular, gnome main menu...which i've now switched to (sigh).
still no ideas?

Can be the same as in that other topic a mintMenu problem
Right click the menu button > Load plugins
Now I think it should launch from the menu again
This is no permissions problem as far as I see ....
