Yes, tons of them.
For people like your friend I'd suggest considering either to get a Internet connection somehow or consider switching to a distro which ships on DVD's with tons of software so that you actually can live happy without an Internet connection.
I gave OpenSUSE 10.2 which comes on DVD to folks in Bosnia and they are totally happy with it, Internet connection or not. Anything they might ever need is already on the DVD (with only a few rare exceptions).
If you want to stay with Debian-like distros you could try out one of these:
