I checked out Gimp's site. There is a download for Debian but it seems that you need to download a lot of dependent files as well
There is a tarball on
http://www.gimp.org/downloads/
and if you know how to handle it I'd recommend that. (You have to make install and I'm not sure if make is in Mint by default but I think so)
Another alternative is to install it (Gimp is always handy) and put the gimp package you get on a cd.
Its archived in /var/cache/apt/archives
I have not tested this method but it should work

Yes, tons of them.

For people like your friend I'd suggest considering either to get a Internet connection somehow or consider switching to a distro which ships on DVD's with tons of software so that you actually can live happy without an Internet connection.

I gave OpenSUSE 10.2 which comes on DVD to folks in Bosnia and they are totally happy with it, Internet connection or not. Anything they might ever need is already on the DVD (with only a few rare exceptions).

If you want to stay with Debian-like distros you could try out one of these:

- Ubuntu Christmas Edition, http://ubuntusoftware.info/xmas.html

- Knoppix DVD Edition, e.g. via BitTorrent: http://torrent.unix-ag.uni-kl.de/

- Knoppix DVD Edition, e.g. via the Swiss mirror (you might have to find one closer to your location!): http://mirror.switch.ch/ftp/mirror/knop ... -04-EN.iso

- Order the Ubuntu DVD Release from Amazon:

The DVD release seems to contain some of the repos (e.g. you can install additional packages without having an Internet connection) according to the postings here:
