I checked out Gimp's site. There is a download for Debian but it seems that you need to download a lot of dependent files as well
There is a tarball on
http://www.gimp.org/downloads/
and if you know how to handle it I'd recommend that. (You have to make install and I'm not sure if make is in Mint by default but I think so)
Another alternative is to install it (Gimp is always handy) and put the gimp package you get on a cd.
Its archived in /var/cache/apt/archives
I have not tested this method but it should work
