Amarok 2 wasn't released until the very end of last year, so didn't make it into ubuntu's repos in time for intrepid's release, and hence is not available in felicia. It is however available in gloria (based on jaunty). Such a major architectural change to an app (like amarok 2) is unlikely to be backported, as it would damage system stability, and draw in a load of dependencies which would also damage system stability.
