Dear supporter, I'm having trouble with connecting to the Internet but that is not the point, I wonder If I can Download software in other way, such as getting the software i need from computer with Internet connection, and then Install it on my Linux Mint computer. After reading my question you will notice that I'm Newbie .

Yes you can. Go to Menu, Package Manager, enter your root password, select the packages you want, then select "File, Generate Package Download Script". Save the script, copy it to a thumb drive and take it to another Mint computer and download the packages.
