The reason Synaptic does not have a mark all upgrades button is to avoid it being used
It's a dangerous option, but can be done in apt if you want to risk a broken system

Without how does an end user determine which upgrades are worthy of being applied? I've long been under the impression if the upgrades came via the official repositories they should be applied.

mintUpdate > Edit > Preferences > Check the Level 5 updates Visible box.
