My /var/lib/dpkg/updates is empty - I think your file is a temporary file.
Move the file(s) in there to somewhere else - possibly the desktop and run the command again
If it works out then just delete the files

OK - you have to use sudo (in a terminal of course)
moves (mv) that file to the Desktop (~ is a symbol for /home/your_username)
In KDE there is a simple way to do it in the file browser
