I recently helped someone to get support for chineese charaters. I have very little time to investigate now, but I think the solution may be here

I followed exactly the same as the howto, but my computer still looks like this
note that all Chinese characters are replaced with squares of hex codes in my system.

P.S. I am using cassendra with ubuntustudio-themes in my system. and my locale is en_SG.UTF-8

I think you might have to change your locale
That's done with localedef
man localedef
I must say that was not the simplest to read
