How do you stop the little "tips" poping up?

Hi all,

I find it annoying that everytime you put the mouse cursor over an icon or URL link etc a little windows pops open to tell you what you are hovering over. What I find (especially in menus) is that it covers the other buttons, icons etc directly below.

Is there anyway to turn it off?

It is hard, even impossible to turn them off.
