Where do I go to add a panel to the top of my desktop?

Right-click in an open spot on the bottom panel. Choose "New Panel."
Current hardware: a Dell OptiPlex 3010 desktop, a Dell Inspiron 531 desktop, and a Dell Inspiron 1545 laptop.
Current OS: LMDE 3

If you are trying to set up LMDE to look like Debian Squeeze with two panels, you may want to move the LMDE bottom panel up to the top. Then add a new panel at the bottom. You can then add in your Workspace Switcher and move the Window List down. That might be easier.

Makes it a bit easier than having everything crammed one one bottom panel.
