Issue with the Time Date settings

I have some issues with the Time Date settings...
I have selected the region as Kolkatha GMT +5.30 and also opted the clock format as 12 hr clock,But whenever i shutdown\restart my Laptop and switch it on again the time changes and it goes to 24 hr format....

This is one of the strange issue i experienced....
Is der any solution for this ?

install from synaptic the NTP packet
