Mint 10 main
Update Manager, when launched, returns "Could not connect to the internet."
That's rather odd, since
FireFox has no problem accessing the Internet
Chrome has no problem accessing the Internet
apt-get update works to perform updates
apt-get install works to install packages
Normally, when there is a proxy server (in this case, there is), an internet connection issue is in the settings for the proxy server. There are several places to set the proxy id:
EXPORT command
Network Proxy applet
Update Manager -> Edit -> Preferences -> Proxy
"preferences" in each of the browsers
Synaptic -> Preferences -> Network
Each has the correct proxy setting - 10.1.1.3:3128
Where applicable, 'use the same proxy for all protocols' makes no difference whether checked or unchecked
To confirm the proxy setting
env shows the correct setting - http_proxy=http://10.1.1.3:3128/
ping 10.1.1.3 works as it should
So .... we can rule out getting through the proxy server as a source of this grief.
Ideas?

Re: Update manager error
Proxy seams to work but I wonder what would happen if you used another internet connection without proxy (if that is possible).
