I understand there are a few down-loadable programs that will allow one to access their Linux files from Microsoft Windows on dual boot systems.
I would be interested in some recommendations regarding these programs.

If you want to access files from both operating systems my advice would be to create a data partition, formatted as NTFS which both systems will be able to read.
For security reasons I would avoid any software that allows Windows (and hence any Windows malware) access to your Linux operating system.

There have been a few in past, generally ok with ext2 and maybe ext3.
This one is a bit better than the older ones & free, says it reads ext4, but I'm still on ext3 here.

As with all, for user safety, it is read only, but it will save a file to another location. Very well behaved, keeps all its files in one folder and is portable. The installer adds a few reg entries for explorer menu, but thats all.
However, don't screw around, make yourself a ntfs partition for data that is accessible from both Windows and linux.
