Ubuntu software center For Purchase section not available

i am using mint 12 and i install ubuntu software center, but it seems that i cant see the for purchase apps it seems the repository for it is missing or something
so any one knows how i can get to see them

Same problem in Mint 13. If anyone knows, I'd like to find out, too.
