No sound effects - sound is normal for vids, etc

I dunno if this is the correct forum -- mods please move as necessary.

Running mate/13 with onboard analog sound. I've got no sound effects on startup or shutdown but sound is perfectly normal for videos, etc. I checked control center --> sound and turned on "Sound themes" and rebooted. I get no response for "default" or "Linux Mint" themes. Volume levels look good. Speaker test announces normally.

Any ideas what the problem is?
