Does Mint 13 not come with DVD playback libraries?

Does Mint 13 Cinnamon NOT come pre-installed with libraries to open ALL forms of DVDs? I am having MAJOR issues playing the first DVD I inserted to Mint 13... by "major issues" I mean that VLC, Gnome Mplayer, and Movie Player ALL fail at playback... when I open the files via Nautilus I can SEE the video previews, I can open SOME of them via Movie Player and view what appears to be semi-corrupted video. VLC can do the same exact thing..
What do I need to get this functioning? Back with Lucid Lynx I had already gotten the libraries I needed for full support.. One thing I enjoyed about the idea of getting Mint was that the Codecs were supposed to be fully supplied.. but apparently that doesn't include DVD encoding libraries...? or something?

I am having a really difficult time trying to find a topic that can solve this problem..

isnt that a dirty or faulty disc ? I know in past when ive had stream errors on AVI files it was usually when they were corrupted.

Also, Movie Player says "internal data flow" error.

I tried another DVD, the DVD menu displayed and I could click options.. but upon clicking the above error resulted...

Please don't tell me this is a hardware problem... Drivers?

If you choose the Linux Mint 13 CODEC dvd, then you have all the necessary software to decode DVDs. Last I checked, the following programs were necessary for decoding:

Libdvdcss2 = Watch DVDs
gstreamer0.10-ffmpeg = Watch MP4 videos (Totem)
libavcodec-extra-52 = transcode MP3
gstreamer0.10-lame = Rip MP3 and play MP3

I rebooted to Windows Vista and the DVDs work. I have Libdvdcss2.. I made sure of this.
COULD IT be a driver problem??

More details.. hopefully someone likes this. I tried playing DVDs in Virtualbox Windows... guess what? Same problem. Windows xp HAS the DVD decoding... I'm hoping this is a distinct enough symptom to get a confident response by someone.

I updated the post.. OPEN STREAM Is not caused by this problem.

It's a laptop drive. Where would I find the model numbers for the DVD drive? or are you talking about the laptop specifically? If so it is an Asus X83V (b) DVD-/+ RW and lightscribe

UPDATE: the "open stream" error I think was just caused by me not finding a file for Gnome Mplayer.

Windows XP virtualbox plays the content in the same way that SOME players SOMETIMES do already on Mint.. the video is very corrupted... unwatchable.. and the audio is sketchy, too.
It really does look like it's an encryption problem, not that I KNOW what an encryption problem would look like. It's not a hardware problem since it works on Windows installation (dual boot). But could it really STILL be a driver problem?

I ACTUALLY posted this on the VLC forums and they said it was the specific DVD itself that was the problem. Literally the movie name which I should have mentioned above.. THAT specific DVD has problems.. it's probably due to ultra-modern copywright protection... I assumed to give it a few months or a year before it will be updated. So basically the reason Virtualbox can't play it is because it's using the ROM player THROUGH Linux.. so the Linux distro is still essentially playing the DVD even in VirtualBox. I tried that, too.
