No system sounds from themes and very minor issue with HDMI

I've installed Linux Mint. I have an ATI Radeon HD5770, and the proprietary driver (fglrx-amdcccle-updates) installed. Everything is almost perfect.

The first issue is that I can not get sound themes to play sounds for login, logout, alerts, notifications etc. I've tried using the Linux Mint theme without any joy.
However, sound is working when I play music and video.

The second issue is only an issue because I know it will bug the hell out of me everytime I turn on the computer. The issue is that there is a slight delay before the audio starts, but once it starts everything is fine until a reboot.
I'm using HDMI audio and have the on-board sound disabled.

Any advice would be really appreciated.
