The codecs are there, it just seems like WinFF doesn't recognized them; or it could be that you need to edit a config file with how WinFF should pass the parameters to the encoder codec. Anyway, its mostly a thing with WinFF not exactally a linux mint only thing as I'm assuming you got them from the ubuntu repository?
