Lower MP3 Filesize

I'm emailing songs to my phone so I can get them as ringtones (very fun process, let me tell you), and I'm getting some issues. Some Beatles songs worked when I sent them from my Gmail, but when I tried some Panic! at the Disco and My Chemical Romance songs, I got a message from Gmail saying the phone said the size was too big. One of the Beatles songs was 1.9MB, and the MCR and PATD songs were 5.5MB and 4.3MB respectively. Is there a way I could lower the file size of these so they'll work with my phone?

What I do is use Audacity to edit a clip out of the tune.

Lower the bit rate. This will reduce the filesize (and the quality).
