Mouse Scroll Lines Max=12?

So I see that I'm limited to a maximum of 12 lines with the mouse scroll wheel. That is not enough. Who is responsible for setting this limitation? In Win 7 I can ramp it up to 100, although I like it about 15. It seems that pretty much every other thing can be changed any which way, but I'm stuck with giving my mouse a happy ending because I have to stroke it so much to get anywhere. Is there any way I can circumvent this?
