What is the difference between Update and Upgrade?

Hi Everybody!
Does anyone know what it the difference between update and upgrate? I mean what is the difference between "sudo apt-get upgrade" and "sudo apt-get update". I read on official Linux Mint installation Guide ( the pdf one) that running sudo apt-get upgrade on terminal is dangerous. If it is so, why then a lot of linux users use it?
Also can you tell me; if I run those commands will it update/upgrade my system regardless of the synaptic safety ratings?
P.S. I'm sorry guys I'm a real newbie.
