Go into Control Centre, then Users and Groups. Then Advanced Settings, and enter your password. Go to User Privileges Tab, and scroll to bottom of list and check "use video devices". Then reboot or log out and back in again.
no luck. Can't find much else.

edit: Problem solved even though I don't understand how. I did three things and one of them fixed this weird problem (or none of them and it fixed itself!) 1) Someone said on the ubuntu forum that there is some sort of conflict between it and pulse or Alsa. Directions were to unmute everything and reboot. 2) I had forgotten that I made one other change: setting up splash in <startup and sessions>. I set this back to no splash. Not sure what effect it would have but I figured it was not my usual boot routine so best revert. 3) In <startup and session> I also selected mounthelper in the autostart tab, figuring that might help if something wasn't being automounted. But I'm not sure if that is even what mounthelper does.
