Choppy usb problem

Hello all Ive got a second user dell insprion 5030 laptop

AMD V160 processor @2.4ghz
ATI Mobility Radeon HD 4200
3 gig DDR3 ram
320gb hard drive
Ive installed mint 13 every thing went fine However if i plug a usb mouse in the pointer goes jerkey.
Taking the mouse out and its fine, The same thing happens if i plug in a usb hdd thats mains powered jerkey mouse take it out and its fine.

Usb sticks are fine .

Anyone else had or have this problem and no off a soulton
I currently downloading kbuntu to see if its the same
