Looking for a Mint 13x64 compatible USB 3.0 PCI-Ex4 HBA.

Most USB 3.0 PCIe cards just work with recent Mint versions. USB 3.0 is a standard, they should all work the same.

Yes, they should, but they don't. Renesas USB3 cards are notorious for not working properly under linux.

In the past with Mint 11 and such, some cards indeed caused problems, but Renesas and Etron should be working too in modern Mint editions. In those old versions, USB 3.0 support in general was bad, not just the support for certain chips - Renesas/NEC is just a very common USB 3.0 chip vendor for PCIe x1 cards. Some USB 3.0 cards/motherboards have a built-in hub, and in Mint 11 there was no support for USB 3.0 hubs yet.
In Mint 12, I haven't had problems with NEC (now Renesas) USB 3.0 PCIe x1 cards anymore. I am now using a card with a VLI (VIA Labs) chip myself, that one is working too (Mint 13).

It is not a PCIe x4 card but a x1 card which I use. Eminent EM1039. It has two ports on the back and allows connecting a bracket (not included) for 2 more ports, or two front panel ports.

I think you can just buy any card if you use a recent Mint edition, like 13 or 14.
