I'm using a mecer nettop cape7-847 with an intel celeron 1.10Ghz processor and onboard intel HD graphics.
The problem I get is that when images change rapidly on the screen (which is running at 1366 x 768 @60Hz) horizontal tearing occurs.
I've tried adding these lines to /etc/environment

CLUTTER_PAINT=disable-clipped-redraws:disable-culling
CLUTTER_VBLANK=True
but aparantly Mint 13 (which is the version I'm using) does not use clutter.
Does anybody have any suggestions to solve the horizontal tearing issue? Thanks

You and me, both. My rig is a bit more powerful and I see the same thing. When the camera pans left or right I see unwanted horizontal breaks. I haven't dug into it too deep, but I haven't found a quick easy answer. Do you notice it more with certain video formats? I have wanted to do that, but it will mean hours of testing. I guess I have just learned to live with it.

I'm surprised that you are getting the same tearing issue with a rig as powerfull as the one noted in your sig.
Are you also using an onboard intel HD GPU?
Unfortunately, I haven't done much testing with video yet, so I can't comment on different formats. I'm noticing the issue most drastically when I view panorama's within a java application.
To be honest I was actually expecting a bit of tearing with such a modest rig, but what I'm seeing is really excessive.

I've included a screenshot to demonstrate just how bad it looks. I wouldn't want to sound like I'm exagerating about the severity of the problem. The image is about 1K res and approx 100KB size.

The usual reason given is that it is an X-server problem
--even using a vendor's binary driver may not help, since it still interacts with the Linux X-server

--from the above link(tearing); you might try flipping instead of v-blanking for your graphics settings
  • Try other choices and see if it does improve
    --if you don't use a dedicated graphics card, perhaps enabling more RAM to the graphics operations may improve results for you..

Yes, I use the Intel hd4000 graphics. I never thought of taking a screenshot. Might be interesting to see a single frame. That might be easy with VLC's frame advance button. I have my ram allocation set to auto in bios, but it is always 500 Mb being used. That's what Conky says anyway. This isn't very annoying. It shouldn't be there at all, though. I'll check those links.

If anyone wants to do a little reading, I just did a little searching and saved a few url's. Video tearing is a problem for some Linux users. Some can fix it, some can't. I guess it depends on hardware and desktop. For me, with the Intel graphics, the last url makes the most sence.

I tried changing my bios setting for video memory allocation from auto to a fixed 1 Gb. No change. I have tried a KDE system setting for enabling vsync. Nah, no change. It's something more basic like a new kernel. I might get real brave and try one of the latest.

Ok so I tried all of homerscousin's links suggestions but only one of them seemed to work and that's only sporadically, so I'm a little stumped ?
basically after having tried all the workarounds I could for mint, including compiz workarounds, editing sys config files, and allocating additional ram to the GPU (to name a few) I finally decided to try to change the OS to Ubuntu 13.04.
Things suddenly improved dractically!
The tearing had been reduced to a slight glitch that appeared not very often and would dissappear within a second or two, compared to what I was dealing with before this is minor (see image in previous post for an example).
This all sounds great, buuuuuuuuuuuut..........
after rebooting a couple of times i realized that the tearing is back in Ubuntu but only occasionally, and rebooting may or may not fix it??? It's not quite as bad as before (but maybe this is just the optimist in me trying desperately to believe that this can be improved).
Anywayz, so I also tried lighter desktop enviro's like LXDE and the tearing is basically the same in LXDE as it is in mint.
BooooHooooo I'm stumped ........ :_(

I'm just going to be patient on this. I bet by Mint 15 or 16 when the kernel is up to 3.8 or 3.10 this will be a thing of the past, at least for Intel graphics.

I heard a rumour that this would be fixed in 3.8 but i'm also using Ubuntu 13.04 which runs with kernel 3.8 and still getting the same tearing issue. I'm startin to think that maybe the computer i'm using just can't handle it.
I tried running LXDE but still had the tearing issue, however I found this thread http://askubuntu.com/questions/240923/e ... video-card that managed to clear up the tearing, however it came at the expense of a very unresponsive machine.
if i knew wut the settings in that link meant i could probably try tweak them.
