I'll answer your question, but you won't like it.
You failed to give enough information to answer the question you were really asking. The answer to the exact question you asked is, "no," CPU throttling is not disabled in Mint 5. The answer to the question you were trying to ask, "will CPU throttling work on my machine?" can't be answered with the info you gave.
CPU throttling works in conjunction with the BIOS and on-board firmware. Since most system sensor setups are proprietary and without a standard that all follow, sometimes these on-board functions will work with Linux and and sometimes they won't.
By-the-way, who do you think you are? We, including Husse, are all volunteers giving our time freely to help others when and if we choose to do so. Husse doesn't owe you or anybody else anything. As much as he does for the community and as many people as he helps, he should be the last person you would complain about.

Well, I guess if I had esp and could read your mind from afar and knew exactly what equipment you had I could take the next few weeks out of my life and run right out, research and write a program just for you, so your fans would work like you want. But I think not! You want a program to do that, with all due respect, go write it yourself.
For your information, all caps is considered hollering and rude. As you can see by my post, you aren't likely to get the results you wanted when being rude to people that you are asking for help.
