CPU always on low speed

Hello!
I have a laptop with Centrino Pentium-M 1.5Ghz CPU, which in Linux Mint Fluxbox (but also in Gnome version) always seems to run on low speed (600MHz). The fan is always running on low RPM. Also, when no applications are running, the CPU is at 16-20% high, indicating the CPU is at 600. I remember (on a prevoius distro, but same kernel/fluxbox configuration) to be running at 3-4% when idle. So the question is, how do I set the CPU speed? I don't mind doing it manually.

The cli-tool cpufreq-selector is always there
I found

$ sudo dpkg-reconfigure gnome-applets
and answered “Yes” to the question regarding setting the suid of the cpufreq-selector executable. Now, by left-clicking on the CPU Frequency Monitor Applet, I can choose the frequency for my processor
