Mouse scroll wheel / flywheel problem

All my machines with Linuxmint 17.1 have a strange problem when using the scrollwheel on the mouse.
When scrolling down (or up) it randomly reverses the direction while scrolling. It does this for just a few microseconds and then tries to continue in the direction I'm actually scrolling. Sometimes it gets "stuck" in that while scrolling in one direction it just goes up and down. The only way I seem to be able to reliably scroll is by being very careful and scroll steady and slowly, very annoying.

This happens on all my machines (2 desktops and 1 laptop) and all the mouses I've tried (both wireless and cord mouses).

I've search this forum and the bigger internet but could not find a solution.

I saw something mentioned on the rafaele relase notes (http://www.linuxmint.com/rel_rafaela_cinnamon.php, Other issues: If you're experiencing keyboard or mouse freezes, please check the following bug report) but that links to nfs problems.

Upgraded all machines to 17.2. Problem remains.

On the ubuntu forums there was talk about this problem, but that was related to Compiz.
As far as I know, compiz is not used on mint (cinnamon).

Window effects an effects on dialog boxes are disabled.
