cooling pad makes laptop hotter?

i bought a targus cooling pad the other day, and when i turn it on my laptop temp turns from about 49c to 54c, is that because its usb and if so whats the point?

using the usb will draw power so produce more heat but i would not expect that much.
does the temp rise when just running off the battery or on mains power too.

what might have happened is that before your laptop was getting hot and throttled back the cpu to reduce heat.
now that you have better cooling the cpu is running at full power and so hotter but not as hot as when there is no cooling or hot enough to cause the cpu to throttle back.
