Dynex 1.3mp webcam - poor video quality

i use dynex 1.3mp uvc webcam, which is a cross platform webcam.
after playing around with audio settings, i finally got my webcam working on skype. so now both, video and audio works.
BUT, while my audio is great, the video quality is not that great. when i start the video in skype, initially the video quality is good, but then it starts to deteriorate. it starts to show lots of noise, or grain. about 30 seconds after starting the video, the picture gets really bad, while audio remains nice and clear.
the same camera works perfectly fine in vista, audio and video both, so that tells me that the problem is with mint and not the camera.
is there anything i can do to improve my video quality in skype, to remove this noise and grain? thanks.

i use mint 7, 32bit.
i installed ubuntu version of skype, as recommended.

Do you get the same deterioration in other webcam apps like Cheese ?

no, i don't notice so much noise in cheese, only skype.
i mean the camera itself is not of a high quality, i know that, but the video is pretty good on my vista.

i tried uninstalling/reinstalling skype, it didn't help.
