OS involve to USB current?

I have a 160GB USB HD, I never reach the mounting on Linux Mint 4.0. It Seen I have a Power Supply Problem, because when I connect my HD to USB PC, the disk never start to spin. But with Windows the HD work correctely.
It's possible that the OS involve on USB current?

It is a little hard to understand what you mean. The operating system can control the power output of USB
Your USB disk is not detected by Mint and thus I think it does not get powered up
With the disk connected what is the output of lsusb in a terminal?

on lsusb device list not appear my usd hd. I have tried with another usb HD, but with external power supply, and in this case the linux have mounted correctly the device. Do you have ideas for me?
