USB wifi restart

I have a usb WIFI running and net works ok.

If I disable networking in network manager and reenable the usb wifi can not show access points again.

I think it is because USB is not reset like when mint first starts up.

Can usb wifi be redetected or reset so networking can be disabled and enabled without restarting mint completely.
